Rosemary Borck

Rosemary Borck specializes in examining the characteristics of state Medicaid and Children’s Health Insurance Program (CHIP) services. She has extensive experience working with the Centers for Medicare & Medicaid Services (CMS), providing technical assistance and conducting quality reviews of administrative data and Core Set quality measures data for state Medicaid and CHIP services.

Borck manages the review of the quality measures data that states submit to CMS for the Core Set program, including identification of potential data quality issues, technical assistance to states related to reporting, and analysis and public reporting of the Core Set measure data with CMS. She has worked extensively with Medicaid and CHIP administrative data, including reviewing Medicaid Analytic eXtract eligibility data. She also has substantial experience using Medicaid and CHIP administrative data to investigate effectiveness of Medicaid and CHIP services and policies, including projects focusing on long-term services and supports and patterns of Medicaid eligibility.

Before joining Mathematica, Borck held a position in the Office of Evaluation and Inspections in the U.S. Department of Health and Human Services, Office of Inspector General. She holds a master’s degree in social policy from Brandeis University.
