Michel Rudacille

Michel Rudacille specializes in designing and writing complex code to meet researchers’ needs and adjust to dynamic programming situations and changes in study requirements. His primary focus is on health research but he also has experience in the areas of education and nutrition assistance.

In a project for the Centers for Medicare & Medicaid Services (CMS), Rudacille currently serves as a senior systems analyst for a large programming effort to evaluate the effects of the Comprehensive Primary Care Plus (CPC+) Model, an advanced primary care model that aims to strengthen primary care nationwide through regionally-based multi-payer payment reform and care delivery transformation. He utilizes the CMS Virtual Research Data Center (VRDC) to access Medicare claims data, construct expenditure and utilization measures, and produce summary data for practice comparison selection and to support both interim and annual report production.

Rudacille previously led a large programming team for another CMS project to construct the Value-Based Payment Modifier and generate Quality and Resource Use Reports for Medicare providers. He implemented a successful parallel programming approach designed to increase confidence in the overall results of the system. For the Minnesota Health Reform Initiative, he served as a programmer as part of an effort to generate provider peer-grouping reports to Minnesota hospitals and clinics. He also managed programming efforts for a project to develop U.S. Department of Defense report cards to assess how the military health system was performing compared with a civilian health benchmark. On a federal study of teacher mobility, Rudacille created and assigned unique identifiers for teachers and determined the mobility history of students. Using a proprietary microsimulation tool, he led programming efforts to provide summary information on the characteristics of children and the elderly who were eligible, participating, or not participating in the Supplemental Nutritional Assistance Program.

Before joining Mathematica in 2008, Rudacille held systems engineering positions at Lockheed Martin and was a technology analyst at Accenture. He holds an M.S. in mathematics from Virginia Tech.
