Emily Cross is a public policy professional focused on climate change, health equity, reproductive health, and Medicaid. Cross brings methodological expertise in engaging interested parties, conducting environmental and landscape scans, developing technical assistance and project operations materials, researching and implementing policy and strategy recommendations, managing complex tasks, and leading teams through process and project changes.
In her role as task lead for state engagement on the Catalyzing State Medicaid Leadership on Climate Change Mitigation project, Cross identified and interviewed state Medicaid agency professionals about their role, or potential role, in reducing harmful greenhouse gas emissions in the health system. She also led or contributed to the development of multiple products on this topic. As operations director and environmental scan task co-lead on a project related to the Maternal, Infant, and Early Childhood Home Visiting program, Cross coordinates information sharing and budget priorities across tasks and leads teammates in identifying, reviewing, and summarizing materials relevant to defined research questions, respectively. She supports climate change and health business development by conceptualizing and developing educational materials, coordinating across business areas and units, and drafting proposals.
Before joining Mathematica, Cross earned a Master of Science in Public Policy and Management degree from Carnegie Mellon University's Heinz School of Public Policy, working in subject areas such as Medicaid payment transformation, food access and delivery, waste management systems, maternal health, sustainability, energy and environmental policy, and smart cities.
