Alena Tourtellotte's work focuses on policies that strengthen home and community-based services (HCBS), including quality measure development, technical assistance to support program design, and evaluation and implementation research.

Since re-joining Mathematica in 2024, Alena has worked on a range of projects related to HCBS/LTSS. She currently directs a qualitative research project for MACPAC examining the range of state approaches to designing and administering self-directed HCBS programs. She also leads a project for MedPAC to explore options to improve LTSS for dually eligible individuals. She supports the California Medi-Cal Gap Analysis project in several capacities including providing technical assistance to the state, analyzing state LTSS data, and writing reports.

Prior to Mathematica, she completed her MSc in Health Economics from the London School of Economics during which she analyzed the relationship between hospital discharge models and long-term care system capacity at the Care Policy and Evaluation Center (CPEC). After receiving her degree, Alena worked at Edge Health, a London-based health consultancy, where she conducted data analyses and provided strategic consulting to NHS commissioners before returning stateside.
