Project Overview
To provide the U.S. Department of Health and Human Services (HHS) Office of the Assistant Secretary for Planning and Evaluation (ASPE) with access to commercial and Medicaid claims data and electronic health records, as well as technical assistance to enable ASPE to better analyze health care spending and utilization of health services.
Enable ASPE to conduct better analyses for leaders in HHS that advances their understanding of the impacts policies have on service utilization and expenditure patterns in the health sector.

Mathematica and its partners will provide ASPE with commercial and Medicaid claims data and electronic health records data that will enable it to analyze pressing health care issues and respond to queries from HHS leadership about high-priority topics such as the COVID-19 pandemic, telehealth, mental health, the opioid epidemic and substance use disorder, health care cost persistence, and use of health care by populations in underserved areas.
As part of this work, we will develop a nationwide Medicaid and commercial claims database and offer access to an online analytic tool to help ASPE anticipate how policy changes might lead to, or already have led to, responses by health care payers, providers, and patients. In addition to providing these key resources, we will provide data support, training, and other analysis requested by ASPE.
