Best Practices for COVID-19 Vaccination and Testing

2022 – 2025

Project Overview

Objective

To identify, translate, and disseminate promising practices for COVID-19 vaccination and testing as well as routine vaccination services for people who are medically or socially at disproportionate risk of COVID-19 or related adverse outcomes.

Project Motivation

Historically marginalized and medically underserved U.S. communities disproportionately experienced more COVID-19-related infections, hospitalizations, and deaths. Recognizing the need for practical strategies to support federal, state, tribal, and local efforts to close testing and vaccination gaps, the Office of the Assistant Secretary for Planning and Evaluation—and the Office of the Assistant Secretary for Health in the U.S. Department of Health and Human Services—sponsored a mixed-methods study of best practices in COVID-19 testing and vaccination and routine vaccination. Findings from this study can support ongoing efforts to combat COVID-19 and to prepare for future pandemics.

Mathematica is conducting mixed-methods research to identify best practices in COVID-19 testing and vaccination.
Guided by a panel of federal and non-federal experts in COVID-19 services and health equity, Mathematica and its partner Kauffman & Associates are conducting an environmental scan of testing and vaccination strategies, a national survey of local organizations, and site visits to states and tribal organizations. We will use program theory and an implementation science framework to assess what works, for whom, in what circumstances, and why.

In partnership with the Bizzell, the study team will disseminate findings on promising practices for closing persistent gaps in COVID-19 testing and vaccination and routine vaccinations. Products will include practical, specific suggestions for practitioners and policymakers that build on the growing body of evidence. Findings from this project will have the potential to inform future efforts to mitigate the human and societal devastation of large-scale infectious disease outbreaks and the disproportionate impacts on people most at risk.
