Addressing Intimate Partner Violence through Medicaid Policy

Project Overview

Objective

To identify and analyze strategies for preventing and addressing intimate partner violence (IPV) through Medicaid and to develop related policy recommendations.

Project Motivation

Intimate partner violence (IPV) is a public health crisis. State Medicaid programs, which provide coverage for more than 80 million people nationwide, are uniquely positioned to proactively support the prevention of IPV. This project identifies opportunities for Medi-Cal and other state Medicaid agencies to work with managed care organizations, health care providers, and IPV experts to adopt and integrate policies and practices that address and prevent IPV and interrupt the cycle of intergenerational violence.

Mathematica is researching and disseminating strategies to address and prevent intimate partner violence through Medicaid policy. 

Through landscape scans, key informant interviews, and expert advisory councils, Mathematica produced issue briefs on key opportunities to address IPV through California’s: 

  • Maternal health initiatives
  • Behavioral health initiatives
  • Community Health Worker (CHW) initiatives
  • CalAIM Population Health Management Program 

Mathematica also conducted a comprehensive environmental scan of state Medicaid agencies efforts to address IPV across the country. 

In partnership with Futures Without Violence and additional experts, Mathematica shares our findings with policymakers and leaders in the field.
