David Mann

David Mann’s work is focused on improving programs that provide employment, income support, or health services to youth and working age adults with disabilities.

Mann leads the Disability Innovation Fund’s Subminimum Wage to Competitive Integrated Employment (SWTCIE) National Evaluation, which is examining the impacts of 14 grants to state vocational rehabilitation (VR) agencies to promote competitive integrated employment among people working for subminimum wage. Mann also currently leads Mathematica’s work on two Interventional Cooperative Agreement Program (ICAP) projects, which are funded by the Social Security Administration (SSA) to test new employment support models for people with disabilities. Previously, Mann helped evaluate SSA initiatives that promote employment for Supplemental Security Income (SSI) recipients and Social Security Disability Insurance (SSDI) beneficiaries, including Ticket to Work, the Benefit Offset National Demonstration (BOND), and the Promoting Opportunity Demonstration (POD). He also has experience studying home and community-based services for Medicaid beneficiaries, including state 1915(c) waiver programs.

Mann publishes in peer-reviewed publications such as the Journal of Human Capital, the Journal of Vocational Rehabilitation, the Journal of Disability Policy Studies, Demography, and Rehabilitation Counseling Bulletin. He holds a Ph.D. in economics from the University of Pennsylvania.
