Sydney Garlick

Sydney Garlick specializes in managing and providing technical assistance to improve behavioral health programs. She is currently supporting the Centers for Medicare & Medicaid Services’ 1115 Demonstration Support contract, which focuses on implementing and monitoring section 1115 serious mental illness demonstrations.

Since joining Mathematica in 2021, Garlick has supported the Medicaid Core Set Quality Improvement project, managing six policy-specific learning collaboratives that engage states in quality improvement and design thinking to enhance Core Set measures. She has also collected qualitative data for the Evaluation of the Extension to the Certified Community Behavioral Health Clinics Demonstration project. Currently, she works with the California Department of Managed Health Care to implement its Health Equity and Quality Measure Set.

Before joining Mathematica, Garlick worked as a behavioral health coordinator for Delaware’s Office of the Lieutenant Governor, where she collaborated with state agencies and stakeholders to advance state behavioral health goals.

Garlick holds an M.S.W. and an M.P.H from the University of Michigan.
