Senior Researcher

Susan Williams specializes in examining the characteristics of state Medicaid programs. She has extensive experience working with the Centers for Medicare & Medicaid Services (CMS), providing technical assistance and conducting quality reviews for Medicaid and the State Children’s Health Insurance Program.

Williams has extensive experience supporting the Money Follows the Person (MFP) demonstration and analyzing its implementation. She currently leads Mathematica’s technical assistance work for CMS to help states and territories implement the MFP demonstration and to build capacity for data-driven quality monitoring and improvement activities to advance MFP goals and systems for change in home and community-based services. Williams also serves as lead researcher on the production team, shaping the long-term research direction of the Transformed Medicaid Statistical Information System (T-MSIS) Analytic Files (TAF) and responding to short-term production specifications and investigations related to data anomalies and potential improvements. She previously managed Mathematica’s contract with CMS supporting the Medicaid Analytic eXtract system, reviewing data files related to enrollment, conceptualizing changes to data quality review protocols, and providing technical assistance to CMS. She also oversaw data quality reviews for the Medicaid Statistical Information System (MSIS).

Before joining Mathematica, Williams held positions in the food and nutrition services division of Health Systems Research, Inc., the Income and Benefits Policy Center of the Urban Institute, and the National Governors Association. She holds an M.P.P. from Georgetown University.
