Rachel Kogan

Senior Survey Researcher

Rachel Kogan specializes in survey and qualitative research. She has over 20 years of experience in public health research, including leading focus groups, conducting interviews, and developing and administering surveys.   

Ms. Kogan joined Mathematica in 2013 and works on survey and qualitative research projects that focus on Medicaid and Medicare populations. She oversees the staff and patient questionnaires for the Health Care Innovation Awards Round 2 project. These questionnaires are designed to shed light on staff and patient experiences and satisfaction with Medicaid and Medicare, with the goal of providing contextual data for the implementation evaluations of these programs. Ms. Kogan also leads Mathematica’s qualitative study for the Consumer Research Enhancing Medicare Web-Based Quality Tools project. In this role, she conducts formative and user-experience research with consumers of Dialysis Facility Compare, Inpatient Rehabilitation Facility, Hospice Compare, and Nursing Home Compare on Medicare.gov. The focus groups and consumer interviews help Medicare develop and improve the Compare pages. 

In addition, Ms. Kogan has conducted qualitative research for the evaluation of the Eugene Washington PCORI Engagement Award Program and for the Ryan White Program Modeling Study. She has also led focus groups for the Coordination of Women’s Health Network Community-Based Organization Training and Evaluation. 

Before joining Mathematica, Ms. Kogan worked at Victory Programs and AIDS Housing Corporation, leading training and evaluation efforts on HIV, homelessness, and related comorbidities. She has presented papers and posters at the American Evaluation Association Conference, the National HIV/AIDS Housing Conference, the National AIDS Housing Research Summit, and the annual meeting of the American Association for Public Opinion Research. Ms. Kogan holds an M.P.H. in health behavior and health education from the University of Michigan.
