Noland Joiner is vice president and chief technology officer of health care at Mathematica. In this role, Joiner leads the organization’s digital innovation, data analytics, and business development in health care to improve public well-being. He also ensures oversight and successful delivery and execution of projects for public and private clients in the health sector.
Joiner has more than 30 years of experience in various management consulting and general management roles as a corporate executive, nonprofit board member, educator, entrepreneur, trusted advisor, and executive coach. He specializes in driving new product development, innovation, transformation, and growth across multiple industries. These industries include health care, life sciences, financial services, insurance, higher education, manufacturing, government, and consumer retail health care. Noland has proven experience in building high-performance teams, driving organizational effectiveness, implementing enabling technologies, creating and launching new products, inspiring innovation, facilitating change management, opening new markets, leading operational management, developing staff, cultivating leaders, and nurturing profitable client relationships.
Before joining Mathematica, Joiner was a professional services executive for Amazon Web Services, health care executive partner at Dell Technologies, health care executive partner at Gartner, senior vice president of health care and life sciences at CenturyLink, chief technology officer for health care and life sciences at MarkLogic, senior vice president and chief technology officer at GE HealthCare, principal and central region practice leader at Cap Gemini Consulting, and regional vice president of consulting at Oracle Corporation. In addition, Noland has held various senior leadership and client-facing positions at IBM Global Services; Business Systems Engineering, Inc. (a company he cofounded); Deloitte & Touché; Andersen Consulting; and Unisys Corporation.
Joiner is a graduate of Tennessee State University with a bachelor’s degree in applied science. He earned a master’s degree from Northwestern University in strategy and management. Joiner also attended information technology executive management programs at the Massachusetts Institute of Technology and DePaul University. He received his executive coaching training from the Northwestern University Master’s Program of Learning and Organizational Change (MSLOC). While in the MSLOC program, he completed a rigorous 12-month curriculum to receive his executive coaching certification. He has also served as an adjunct professor for information technology in the graduate program for systems strategy and management at Northwestern University and the applied technology program at Illinois Institute of Technology.
Joiner has actively served the Chicago community as a fellow at Leadership Greater Chicago, as a trustee and chairman for Adler University, and through memberships in various organizations around Chicago. As an Adler University trustee and finance committee chair, he works with fellow board members and senior leaders to help achieve their mission by setting realistic goals, building strategies, monitoring risk, implementing and adhering to governance practices/principles/protocols, and monitoring the university’s financial health.
