Kevin Conway

Kevin Conway has expertise in managing large-scale research and data analytics projects. He also is Mathematica's director for a number of federal departments and agencies, including: the Department of Defense, Veterans Affairs, Housing and Urban Development, Treasury, Transportation, Commerce, Energy, and Justice. 

Conway has played a lead role in Mathematica’s notable nutrition projects. Since 2011, he has served as project director for the annual National School Lunch Program Direct Certification Reports to Congress and as project director of the National School Lunch Program Direct Certification Improvement Study, he oversaw project planning, data collection, and analysis and reporting to examine methods of direct certification state and local education agencies use, and the challenges they face in attaining high matching rates. Conway has also studied ways to modernize the Supplemental Nutrition Assistance Program, including initiatives to improve access, cost efficiency, accuracy, and customer service. 

Previously, Conway served as project director for the Department of Labor’s Senior Community Service and Employment Program, and continues to support the programs annual data validation initiative. In addition, he led and provided senior-level support on projects performing independent verification and validation of state Unemployment Insurance (UI) program data. 

As director, Conway works closely with division leadership to oversee business development and project oversight. He also serves as the company’s representative to these federal clients and is responsible for stewarding client and partner relationships.

Before joining Mathematica in 2006, Conway held research and analyst positions at American University and the U.S. Government Accountability Office (GAO), and served as an assistant legislative correspondent to Senator Bill Bradley. Conway has coauthored numerous reports, white papers, software releases, presentations, and testimonies for Congress. He is the recipient of the Spot Award, GAO Strategic Issues Team; and the GAO Award for Outstanding Achievement and Teamwork. He holds an M.A. in political science from American University.
