Julia Embry is a Mathematica researcher whose work focuses on data analytics, evaluation, and measure development. She has extensive experience providing technical assistance to support rigorous quantitative analysis and implementing innovative payment and delivery models.

Embry has led measure development for projects for the Centers for Medicare & Medicaid Services and is currently the data quality measures lead on the Medicaid and Children’s Health Insurance Program (CHIP) Business Information Solution project. Her role includes developing data quality measures by analyzing state data from the Transformed Medicaid Statistical Information System, including creating and maintaining technical measure specifications for more than 2,000 measures and translating complex specifications for state teams and other users. Embry is also the data and content lead on the Medicaid and CHIP Scorecard project, managing measure selection and developing the data file structure for the annual Scorecard release. Her past work includes developing data-cleaning specifications and analyzing quantitative data for the evaluation of the Comprehensive Primary Care Plus Model, as well as collecting qualitative data through payer and practice interviews.

Before joining Mathematica, Embry worked on research projects focused on (1) the implementation of state policies that regulate cost-sharing for health insurance plans and (2) the impact of primary care on the health of beneficiaries with chronic conditions. She holds an M.P.P. from Georgetown University’s McCourt School of Public Policy.
