Jenn Guillen’s expertise is at the intersection of health policy and technology. She specializes in leading cross-functional teams and implementing complex projects. Guillen has experience working with a variety of clients including Medicaid, Commercial and Foundations.

Since June 2022, Guillen has led the coordination efforts across Center for Medicaid and CHIP Services (CMCS) and CMS broadly to support states in preparing for the eventual end of the COVID-19 Public Health Emergency, with the goal of supporting continuity of coverage.

Guillen also serves as deputy project director of Medicaid UPL & DSH project, helping CMCS to provide oversight of Upper Payment Limit (UPL) and Disproportionate Share Hospital Payment (DSH) programs by providing technical and program support to CMS as well as technical assistance to CMS and states.

Prior to joining Mathematica, Jenn Guillen supported a variety of commercial health projects and products at IBM (formerly Truven/Watson Health) as a project manager. Before that, Guillen had leadership roles across various chronic disease management and prevention programs at the National Kidney Foundation of Michigan. Guillen joined Mathematica in 2019. She holds a master’s degree in Social Work from the University of Michigan and is a certified Project Management Professional.
