Emily Costello’s work focuses on quality assessment of state Medicaid and CHIP programs. Her expertise includes technical assistance, Medicaid and CHIP eligibility, and social determinants of health.

Costello previously worked on the Medicaid and CHIP Business Information Systems (MACBIS) Data Analytics and Data Quality project, providing data quality technical assistance to states and developing analyses for public-facing reports. She currently works on the 1115 Demonstration Support Contract project for the Centers for Medicare & Medicaid Services reviewing and updating monitoring metric specifications for serious mental illness waivers, as well as providing technical assistance to states submitting monitoring protocols. In addition, she provides support for a project assessing quality of state Medicaid managed care programs.

Before joining Mathematica in 2020, Costello held a position as a contract Medicaid eligibility specialist at Michigan Medicine and St. Joseph Mercy Health System. She holds an M.P.H. in health behavior and health education and a graduate certificate in health informatics from the University of Michigan.
