Elaine Fleming

Principal Researcher

Elaine Fleming’s research focuses on methodological improvements, report design, and measure development and implementation in health care. Her expertise includes economics, data analysis, quantitative analytics, and statistical modeling.

Fleming currently works on a project for the Centers for Medicare & Medicaid Services that computes Medicare physician fee schedule payment modifiers and produces confidential physician feedback reports. In addition to leading continued development of the feedback reports and managing research activities supporting the computation of the value-based payment modifier, Fleming oversees help desk operations and other education and outreach activities.

Before joining Mathematica in 2015, Fleming held positions at Analysis Group, Inc., Boston College, Boston University, Harvard Medical School, Harvard School of Public Health, and University College Cork. She holds a Ph.D. in economics from Boston College and is a certified project management professional.
