Edith Felix is a researcher in Mathematica Global Unit. Felix has over eight years of experience working in the design, implementation, and analysis of rigorous evaluations in Latin America, Southeast Asia, and Africa. She is currently working on a mixed-method performance evaluation of a $39.7 million WASH project funded by the Millennium Challenge Corporation (MCC) and aimed at increasing access, use, and quality of WASH services in Cabo Verde.

Felix is also supporting two studies as a part of USAID’s Latin America and Caribbean Reads evaluation contract, including a descriptive study of six workforce development projects in Central America, which involves reviewing an analyzing M&E indicator data and facilitating the exchange of learnings amongst workforce development implementers through a community of practice. At Mathematica she also conducted the data inspection and analysis of a performance evaluation investigating the implementation and benefits of an effort to provide solar photovoltaic systems to households and small businesses in Tanzania.

Felix also lived and worked in the Philippines for two years as the field-based project lead for the MCC funded impact evaluation of a community-driven development project. Her responsibilities included overseeing and coordinating a large-scale data-collection effort that included a nationwide survey of households, surveys of village leaders, a behavioral experiment in about 100 villages, and close coordination with national government implementers and stakeholders. Felix also has experience training government stakeholders and non-government organizations in Mexico and the Philippines on program evaluation methods.

Felix holds a Master of Pacific International Affairs from the School of International Relations and Pacific Studies, University of California, San Diego and a Bachelor of Arts degree in Economics and Chinese from the University of Notre Dame.
