Doris Lotz

Doris Lotz has an extensive background in state health policy and programs, and in improving the health and health care of vulnerable populations. A physician by training, she is board certified in preventive medicine and public health. She has substantive expertise in Medicaid program management and quality improvement.

Currently, her work focuses on providing innovative support to state Medicaid programs. Lotz leads a project integrating coaching and contemporary design thinking into Medicaid and Children’s Health Insurance Program (CHIP) quality improvement projects. She serves as senior advisor on a project supporting the use of the Core Sets of health care quality measures for children and adults, contributing expert clinical consultation and strategic advice for providing technical assistance and analytic support to states. Lotz also leads stakeholder engagement for the Medicaid and CHIP Scorecard, a project focused on greater public transparency for Medicaid and CHIP program administration and outcomes.

Lotz joined Mathematica in 2017 after serving as the chief medical officer from 2002 to 2017 for the New Hampshire Department of Health and Human Services and the Office of Medicaid Services, and as director of the Office of Quality Assurance and Improvement. In that role, she developed, implemented, and led numerous strategic initiatives, quality improvement projects, data analytics work, and provided clinical knowledge and health services delivery expertise across state government programs. Lotz has held a faculty position at the Geisel School of Medicine at Dartmouth, and worked as the regional quality medical director for CIGNA Healthcare of New England.

Lotz has served as an expert on population health, evidenced-based clinical and quality improvement, data transparency and use, and state Medicaid programs for numerous advisory panels, including the Agency for Healthcare Research and Quality, Centers for Medicare & Medicaid Services, Patient-Centered Outcomes Research Institute, and National Quality Forum. Lotz holds an M.D. from The Ohio State University College of Medicine and an M.P.H. in health policy and management from the School of Hygiene and Public Health, the Johns Hopkins University.
