Deborah Rosenstein’s work at Mathematica supports program implementation and monitoring across numerous areas, including mental and behavioral health, justice-involved populations, and access to care.

For the Centers for Medicare & Medicaid Services, Rosenstein leads a team delivering technical assistance, implementation, monitoring, and evaluation support to Medicaid section 1115 demonstrations designed to improve care transitions for people experiencing incarceration. Her work includes developing 1115 demonstration application, implementation, and monitoring tools; identifying measures to monitor state progress; developing demonstration evaluation design guidance; and analyzing cross-state data.

Rosenstein previously led the collection and validation of state data for a report describing states’ Medicaid managed care enrollment and the characteristics of managed care programs. She has also worked on a variety of measure maintenance and development projects, serving as project director of the Behavioral Health Measures Development, Re-Evaluation, and Maintenance project. For these projects, Rosenstein oversaw measure development and maintenance activities of Mathematica staff and subcontractors, including literature reviews, measure updates based on stakeholder feedback and scientific evidence, measure implementation, the convening of expert work group meetings, and education and outreach.

Before joining Mathematica in 2014, Rosenstein worked at Deloitte Consulting supporting clients’ selection and review of self-insured health insurance plans. She holds an M.P.H. from the University of Michigan School of Public Health.
