Carey Appold has more than 25 years of experience working with health care and disability programs and policies, including Medicaid, CHIP and the Basic Health Program (BHP).
She leads the federal Medicaid department at Mathematica ensuring that projects maximize their opportunities to provide policy support, technical assistance and data analytics of high value. Appold has maintained a long-standing role and interest in data-driven policy development in Medicaid and outcomes-driven monitoring and quality improvement She came to Mathematica in 2014 from the Centers for Medicare & Medicaid Services (CMS), where she led policy development, program design, implementation, and start-up for community based long-term care initiatives, including the Ticket to Work program and the Money Follows the Person program. In addition, she directed efforts to reform and structure Medicaid. Her work included developing regulations for eligibility, administration, and benefit design, and collaborating with states and stakeholders on design and implementation features.
Before joining CMS, Appold was a social science research analyst for the U.S. Health Care Financing Administration, a research associate for the Georgia Health Policy Center, and a policy assistant for the U.S. Senate Special Committee on Aging. She holds an M.P.H. in health policy and management from Emory University.
