Caitlin Walsh Taglang is a global development specialist with expertise in applied research and strategic learning. She works with international organizations, private foundations, and governments to enhance public well-being. Her focus areas include qualitative methods and systems research, global health, and social protection.
Since joining Mathematica in 2022, Taglang has helped design, analyze, and disseminate learning products for clients. She co-leads qualitative research for two evaluations of the Bill & Melinda Gates Foundation’s work to improve livelihoods and foster women’s empowerment among small-scale tribal farmers in Odisha, India using innovative methods, such as participatory market mapping. Taglang also works with teams in Kenya, Tanzania, and Mozambique to assess early childhood development systems and governance for the Conrad N. Hilton Foundation’s Early Childhood Development Initiative, identifying opportunities for policy and service enhancements. She has provided technical assistance for rape prevention education efforts in New Jersey, applied human-centered design to evaluate the utility of shared services within the public health data modernization initiative for the CDC Foundation and their partners, contributed to a strategy review on the use of data analytics for global pandemic prevention for the Rockefeller Foundation, and led qualitative research for an evaluation of the Bill & Melinda Gates Foundation’s family planning investment strategy in Indonesia using a theory-based contribution analysis framework.
Before joining Mathematica, Taglang led qualitative research for mixed-methods evaluations focused on global health and social protection programs, government initiatives, and health policies at Charité University Hospital Berlin and the University of Heidelberg. She also managed global health projects for international institutions and their partners through her work at Evalplan International Health and has worked extensively in sub-Saharan Africa and South Asia. Taglang holds a master’s degree in international health from the University of Heidelberg, holds a dual bachelor’s degree in development studies and social anthropology from the University of London, and has been published in Environmental Research and Public Health and Health Policy and Planning, among other journals.
