Astrid Harnack-Eber’s research focuses on large impact evaluations in the areas of labor, employment, and postsecondary education.

Harnack-Eber leads the quantitative analysis team for the U.S. Department of Justice, estimating the impact of teleworking on employees’ productivity, promotion, and attrition. For the U.S. Department of Labor, she manages a team of eight programmers linking data from the Workforce Integrated Performance System, state workforce agencies, grantees, and statewide community college systems to evaluate the impact of two national apprenticeship programs. Her methodological expertise includes designing and implementing randomized controlled trials, quasi-experimental designs, and machine learning methods.

Harnack-Eber holds a Ph.D. in economics from Freie Universität Berlin. Before joining Mathematica, she worked at the National Student Clearinghouse Research Center and was a visiting researcher at the Stanford Center on Poverty and Inequality.
