In an ideal world, as vocational rehabilitation (VR) agency staff decide whether to implement or continue offering a VR program, policy, or service, they would base their decisions on how well the service meets their needs and improves outcomes for their clients. Mathematica Policy Research and the U.S. Department of Education’s Rehabilitation Services Administration are supporting program evaluations, including quick-turnaround rapid cycle evaluations, to help VR agencies test and evaluate services and service changes. The findings generated through the rapid cycle evaluation process can help VR staff make decisions by providing evidence on how well a service works. We have built a free, web-based tool—the VR Program Evaluation Coach—that guides users through the steps of conducting a program evaluation. This toolkit compiles a set of guides and resource documents designed to help users progress through the steps of the VR Program Evaluation Coach online tool to design and conduct their own program evaluations and pilot tests.
The VR Coach is no longer supported, but the e2i Coach has all the same functionality and is available and free to use.
