Supporting States in Improving Care for Dually Eligible Individuals through the Integrated Care Resource Center
Prepared for:
U.S. Department of Health and Human Services, Centers for Medicare & Medicaid Services, Medicare - Medicaid Coordination Office
States can allow or require D-SNPs that meet certain requirements to use default enrollment to align Medicare and Medicaid coverage for dually eligible individuals. Under default enrollment, D-SNPs may automatically enroll individuals who are enrolled in a comprehensive Medicaid managed care organization offered by the same parent organization as the D-SNP when those individuals first become eligible for Medicare Parts A and B (at the same time) due to age or disability. This updated technical assistance brief (published in May 2025) summarizes enrollee eligibility standards for default enrollment, state roles in the default enrollment approval and implementation process, steps that D-SNPs must take to obtain CMS approval for default enrollment, enrollee rights, and additional resources on this topic.
