The Assessing the Implementation and Costs of High-Quality Early Care and Education (ICHQ) project is producing two types of measures for early care and education centers: implementation measures and cost measures.

Mathematica’s project team, together with OPRE and research and practice experts, developed the conceptual framework to guide our approach for measuring pathways to quality and improved outcomes for children in center-based care.
