Project Overview

Objective

To support the Centers for Medicare & Medicaid Services (CMS) and states with analytic, monitoring, transparency, and quality improvement activities for the continuum of enrollees receiving LTSS through Medicaid and the Children’s Health Insurance Program (CHIP).

Project Motivation

To modernize reporting and improve the delivery of high-quality Medicaid LTSS and home and community-based services (HCBS) through advanced analytics and quality measurement.

Mathematica brings substantive knowledge of Medicaid LTSS and HCBS, deep analytic capabilities, and expertise in public reporting and measure development and maintenance to help CMS meet their goals for LTSS and HCBS system improvement.
Under this project, we (1) produce annual output on Medicaid LTSS expenditures and users and assess the proportion of Medicaid LTSS expenditures and users allocated to HCBS to understand state progress toward shifting to more HCBS delivery; (2) engage with CMS and states to develop public reporting mechanisms for transparent HCBS quality reporting; (3) provide technical assistance to support states in implementing new HCBS Quality Measure Set reporting requirements; and (4) maintain existing HCBS quality measures and develop new HCBS quality measures for children with HCBS needs.
