Helping Veterans Search for Work: Unemployment Compensation for Ex-Servicemembers' Claimants Evaluation

Given significant increases in the number of veterans receiving Unemployment Compensation for Ex-Servicemembers (UCX) and the cost to the U.S. Department of Defense over the past decade, the U.S. Army and the U.S. Department of Labor collaborated to support improved outreach and services to veterans receiving benefits under this program.

UCX provides income support during the transition period when former active duty, reserve, or National Guard members search for work. Four states with large UCX claimant populations and innovative reemployment strategies for veterans—Georgia, Illinois, North Carolina, and Texas—participated in the initiative. The goals were to create strong collaborative partnerships to support rapid reemployment, improve data sharing to better understand claimants and their outreach and service needs, and increase outreach and service delivery. 

Mathematica evaluated the grants awarded under the initiative and examined the extent to which individual state project and overall objectives of the initiative were achieved. The team also documented project activities for possible replication in other sites. The evaluation answered questions related to how veterans received services through this initiative and the American Job Center network.

Evaluation tasks included review of state implementation plans and grantee technical assistance, site visits, administrative data collection, implementation analysis, and a feasibility analysis to examine possibilities for linking administrative data to conduct state-specific outcomes analyses.
