Todd Honeycutt

Todd Honeycutt focuses on vocational rehabilitation and employment programs for the working-age population and youth with disabilities. He also has expertise in social network analyses and developmental evaluation.

Honeycutt has contributed to several Mathematica projects focused on our nation’s programs for youth, young adults, and working-age people with disabilities. He is currently evaluating two long-term demonstration projects offering work-based learning experiences to high school students, and he leads an effort for the Department of Labor’s Office of Disability Employment Policy to assess strategies that promote the employment outcomes of youth receiving Supplemental Security Income. As primary investigator for the Disability Research Consortium and project director for the Research and Rehabilitation Training Center on Vocational Rehabilitation Practices for Youth, he leads research projects to understand how vocational rehabilitation agencies serve transition-age youth.

His additional health research interests include understanding community-level systems change and collaborations among organizations. As part of this interest, he is evaluating a juvenile justice systems change initiative for the Annie E. Casey Foundation. Other research in this area has included examining a community-based collaborative change package of evidence-based and promising practices linking primary care, public health, and community-based interventions to prevent and treat childhood obesity. For the Consumer Voices for Coverage Evaluation, Honeycutt led an assessment of 12 coalition leadership teams as part of an evaluation of state-level advocacy networks for the Robert Wood Johnson Foundation.

Before joining Mathematica in 2006, Honeycutt held research positions at the New Jersey Department of Health and Human Services and Rutgers University and was an adjunct professor at Texas Wesleyan University. His work has appeared in the Journal of Disability Policy Studies, American Journal of Evaluation, the Journal of Health Care for the Poor and Underserved, IZA Journal of Labor Policy, Demography, and the Journal of Vocational Rehabilitation. He holds a Ph.D. in health systems and policy from the University of Medicine and Dentistry of New Jersey.
