Stacy Dale

Stacy Dale has extensive experience designing and conducting program and policy evaluations. She has particular expertise in analyzing the effect of health information technology and government programs on Medicare service use and costs.

Dale is currently leading several projects related to health information technology (HIT). She is the principal investigator for the Evaluation of the Medicare Personal Health Records (PHRs) Choice Pilot. For this project, she is assessing the barriers and facilitators to Medicare beneficiaries’ PHR use; PHR users’ satisfaction of; and likely impact of PHR use on health care use, costs, and quality of care. She is the principal investigator for a study examining how patients’ satisfaction levels vary according to whether their providers have adopted electronic health records systems. Dale also is the deputy project director for the evaluation of the Medicare Management Performance demonstration, which aims to improve the quality and coordination of care for chronically ill Medicare beneficiaries by promoting the adoption and use of HIT in physician practices. For this project, she is overseeing the analysis of the demonstration’s effects on Medicare cost and service use, quality of care, and beneficiary and physician satisfaction.

Dale’s work has been published widely in journals such as Health Affairs, Medical Care, Health Services Research, and the Quarterly Journal of Economics. Recently, she published several articles reporting results from the evaluation of the Cash and Counseling Demonstration, examining how a new model of consumer-directed care affected the outcomes of Medicaid beneficiaries and their caregivers. Mathematica’s evaluation of this demonstration was awarded the AcademyHealth Impact Award for 2009. She holds an M.P.A. from Princeton University’s Woodrow Wilson School.
