Gina Livermore

Senior Fellow; Director, Center for Studying Disability Policy

Gina Livermore is an expert in evaluation research and design and employment policy and health insurance for people with disabilities. Her work focuses on improving the economic well-being and self-sufficiency of transition-age youth and working-age people with disabilities. Her work has also included research on the prevalence of long-term poverty and material hardship and access to health care for these groups.

Livermore, who joined Mathematica in 2007, is director of Mathematica’s Center for Studying Disability Policy and co-director of the Mathematica center that is part of the Social Security Administration’s Disability Research Consortium. She also serves as director of a national evaluation of a demonstration to address barriers to economic independence that Supplemental Security Income youth and their families face. She has extensively researched the quality of national disability data, including research on their limitations and potential improvements to the national system. 

Livermore publishes widely and is the author of several chapters in Growth in Disability Benefits: Explanations and Policy Implications, The Decline in Employment of People with Disabilities: A Policy Puzzle, and Counting Working-Age People with Disabilities: What Current Data Tell Us and Options for Improvement. She publishes in journals such as the Journal of Disability Policy Studies, Health Affairs, Social Science Quarterly, and Social Security Bulletin. She is a member of the National Academy of Social Insurance and was formerly assistant director of Cornell University’s Institute for Policy Research and a vice president at the Lewin Group. She has a Ph.D. in economics from the University of Wisconsin-Madison and an M.P.H. in epidemiology from Tulane University.
