Disability Research Seminar Series 2: Interactions Between Disability Cash Benefits and Public Health Insurance

A collaboration between the Social Security Administration (SSA) and the Centers for Medicare & Medicaid Services (CMS) has created a unique longitudinal database for studying working-age people with disabilities. The database links Social Security data on Disability Insurance (DI) and Supplemental Security Income (SSI) benefits with Medicare and Medicaid administrative data.

In this web-based seminar, Kalman Rupp, Social Security Administration, and Gerald Riley, Centers for Medicare & Medicaid Services, presented findings from research in which they explored the following issues:

  • Interactions between DI and SSI participation patterns
  • Patterns of Medicare and Medicaid coverage among DI and SSI program entrants
  • How Medicaid coverage is affected by the processing of disability applications and state variations in Medicaid eligibility policy
  • Expenditure patterns in 2000–2006 under DI, SSI, Medicare, and Medicaid for beneficiaries who were awarded disability benefits for the first time in 2000
  • For workers awarded disability benefits in 2000, the present value of cumulative expenditures in the four programs projected to death or age 65
