Regional Partnership Grants National Cross-Site Evaluation
Prepared for:
U.S. Department of Health and Human Services, Administration for Children and Families, Administration on Children, Youth and Families, Children's Bureau
Since 2006, Congress has authorized the Children’s Bureau within the Administration for Children and Families, U.S. Department of Health and Human Services to fund discretionary grants, called Regional Partnership Grants (RPG), for improving safety, well-being, and permanency outcomes for children at risk of or in out-of-home placement because of parents’ or caregivers’ substance use issues. To build knowledge of effective, collaborative services provided by the partnerships, in 2012 the Children’s Bureau contracted with Mathematica for a national cross-site evaluation. The 7th Report to Congress introduces the projects and evaluations of the fifth and sixth cohorts of partnerships funded in 2018 and 2019 (RPG5 and RPG6). The report describes the families enrolled in the fourth cohort of partnerships (RPG4), as well as RPG5 and RPG6. It also discusses the implementation progress and challenges for all three cohorts.
