Each phase of LI2 can help RPG teams improve program implementation and evaluation:
- Learn phase – clarify why a change is needed and develop a common understanding of the specific problem to solve
- Innovate phase – develop potential solutions for identified problems
- Improve phase –implement potential solutions and test the solution on a small scale
The evaluation technical assistance brief describes Learn, Innovate, Improve (LI2)—a continuous quality improvement framework that RPG grantees and evaluators can apply to monitor and improve their project’s efforts. The brief describes the three phases of LI2 and how those phases can be integrated into RPG partnerships and processes. The brief discusses how the phases can be used as an iterative process to strengthen the design of program services by addressing challenges, and making project changes that are sustainable and successful.
