This report describes the Employment and Training Administration’s Beneficiary Choice model, which offers ex-offenders a choice of community-based programs to help them reintegrate into their communities. The report discusses participants’ ability to find employment and remain free of crime in the year after release. It also analyzes program costs and looks at how performance-based contracting affected implementation.
