Building a Roadmap From Patient-Reported Outcome Measures to Patient-Reported Outcome Performance Measures Environmental Scan
Patient-reported outcomes (PROs) are a critical first step toward making healthcare and quality measurement more patient-centered. Patient-reported outcome measures, or PROMs, are standardized measures that directly assess patients’ symptom and/or functional ability. PROM data can be aggregated at the provider-level into a patient-reported outcome performance measure (PRO-PM), which informs payers, health systems, patients and providers about provider performance. Despite the promise of PRO-PMs, fewer than three dozen of these performance measures are currently endorsed by NQF. With the “Building a Roadmap from Patient-Reported Outcome Measures to Patient-Reported Outcome Performance Measures” initiative, NQF aims to identify and reduce the barriers to the development of digital PRO-PMs. NQF will achieve this goal by providing guidance for the development of digital PRO-PMs that utilize data from high quality PROMs, are suitable for use in quality-based payment programs, and can be calculated and transmitted via EHR systems.
