Senior Researcher

Michaela Vine specializes in evaluating and providing technical assistance to support behavioral health programs. She is currently leading technical assistance work under Mathematica’s implementation and monitoring contract for the Center for Medicare and Medicaid Innovation (CMMI) Maternal Opioid Misuse Model awards and supports the Centers for Medicare & Medicaid Services (CMS) in implementing and monitoring section 1115 Substance Use Disorder demonstrations under Mathematica’s Medicaid 1115 Demonstration support contract.

Vine has also provided technical assistance to states on collecting and reporting data for the CMS Child and Adult Core Sets and is leading Mathematica’s efforts to develop technical assistance resources to help states improve the quality of behavioral health care that beneficiaries of Medicaid and the Children’s Health Insurance Program receive.

Vine has expertise in qualitative methods, including developing interview and focus group protocols, leading key informant interviews, and coding and analyzing qualitative data. She has played key roles on several mixed-method evaluations of behavioral health programs, including an implementation study of the National Health Emergency Grants to Address the Opioid Crisis for the U.S. Department of Labor, a rapid-cycle evaluation of the Substance Abuse and Mental Health Services State Targeted Response to the Opioid Crisis grants, and an evaluation of the first round of CMMI’s Health Care Innovation Awards.

Vine, who joined Mathematica in 2011, holds an M.P.H. with a focus in epidemiology from the University of Washington.
