Shaping a National Secure Data Service

Mathematica partners on America’s Datahub Consortium contract to help foster stronger evidence use at all levels of government

Mathematica is partnering with the Council of State Governments, the National Association of Counties, and the National Indian Health Board to improve data accessibility, ensure data security, and foster data-driven decision making across all levels of government. As part of a new two-year contract with the America’s Datahub Consortium (ADC), this expert team will assess capacity-building needs of state, territory, local, and tribal governments to inform a future National Secure Data Service (NSDS) that would potentially house infrastructure and tools to improve access to and the use of federal data for evidence-building.  

“Mathematica has extensive experience working with the National Science Foundation to assess data needs, build capacity for data use, and articulate data-related solutions,” said Samina Sattar, project director at Mathematica. “The Council of State Governments, National Association of Counties, and National Indian Health Board bring unparalleled understanding of the different policy and program contexts in which insights from the data might be applied. By leveraging our combined expertise, we’ll build relationships and support data use to improve evidence-building across the federal, state, local, and tribal levels.”

State, territory, local, and tribal governments play an important role in the federal data ecosystem as users and providers of data. The project team will survey and interview representatives at different levels of government to better understand how they use federal and non-federal data for policy and decision-making and to identify gaps in knowledge and capacity that the NSDS could fill.

ADC, a partnership of public and private data-research organizations, was established in 2021 by the U.S. National Science Foundation’s (NSF) National Center for Engineering Statistics to address emerging challenges. The CHIPS and Science Act of 2022 authorized NSF to establish a National Secure Data Service Demonstration Project (NSDS-D) to develop, refine, and test models to inform a potential NSDS. ADC’s work will also inform these efforts.
