Kate Miller

Vice President; Chief Technology Officer Human Services, Director of Systems and Technology

Kate Miller has more than 25 years of experience leading information technology (IT) solutions for public and private organizations. She joins Mathematica as vice president and chief technology officer in the Human Services division.

Miller leads Mathematica’s rapid digital transformation, making technology more central to the solutions we offer our Human Services clients. Before joining Mathematica, she was global chief information officer for Unum Group, where she led an initiative to improve the customer experience by converting from custom-built legacy software to cloud solutions. She led all technology and information security for Unum Group’s three primary business units and corporate functions. Her achievements included moving the entire Unum IT organization to Agile, which dramatically increased the pace of technology delivery. From 2005 to 2013, Miller held multiple roles at the Internal Revenue Service (IRS), including associate chief information officer for applications development. She led the development, maintenance, and testing of all software used by 90,000 internal users and over 100,000,000 external customers. As a trusted advisor to the commissioner of the IRS, her expertise helped the department transform into a digital group by delivering substantial technology advancements, including modernizing high-volume processing systems, creating an individual taxpayer account database, and increasing use of data analytics for fraud protection and compliance. Miller began her career at American Management Systems, Inc. (now CGI Federal), an IT consulting firm.

Miller holds a bachelor’s degree in business administration from James Madison University, specializing in computer information systems and business management.
